Brush is on left side of window at so called tools palete, it is 8. tool from top to bottom. With this tool you can paint in Photoshop. See related link.
go to edit -> preferences and in cursors choose normal, probably currently is set to precise and you see cross instead of ring
Photoshop Portable is basically just a "ripped" copy of Photoshop CS4, making it completely free. No brush presets, tools, filter galleries, text sets, or anything else were changed in the "ripped" version from the "normal" version. It is still a hot topic over whether it is plagiarized or not, as they did give credit to all the original creators of Photoshop CS4 on the loading screen.
Photoshop does not have library as InDesign for example, answer can be nothing, library is nothing in Photoshop. Other programs have libraries where you can put shapes for example to re use them. In Photoshop you can say brush library or swatches, colors library.

Yes and no. You can not import a Photoshop brush directly into Paint Shop Pro, but there is a way around it, though it evolves a lot of work.Download ABR VIEWER (http://abrviewer.sourceforge.net/) and install it.Open a .abr brush into it (that's a Photoshop Brush) and Export as thumbnails. Open those thumbnails (now .png images) into Paint Shop Pro and, on each one, go to File > Export > Custom Brush. Save each one as a differant name. And there you go! You have Photoshop brushes that work in Paint Shop Pro!
