It depends. If the battery is low but not totally flat, connecting another car's batttery for a few minutes and then strarting ("jump starting") is better than jump starting from zero, because the low battery car alternator will tend to put a large current and this will overheat it and could shorten its life; therefore it is only recommended in an emergency.
A completely discharged car battery will begin to undergo sulphation soon, so it should be taken to a battry shop or recharged immediately with an advanced regulated charger (some of the newer ones even have some advanced charging algorithms that can revert some degree of sulphation).
Now, if it is truly an emergency, you can put the battery under heavy recharge current after a couple of minutes of lesser current, but this will shorten its life.
