There's not much you can check: it's a non-servicable part. If it's giving you troubles there's two options: A) there is a controller which I can't think of the name or acronym of at the moment and B) the solenoid itself. Your OBD code would dictate where you start, but in my decidedly un-professional opinion, I'd follow this path either way.
Find the EGR and clean it real well with carb cleaner (or other carbon sovent) avoiding solvent getting into the upper parts of the solenoid, re-install and see how it works. Alternatively, if you have the $150 just replace it.
Otherwise, you'd have to bring it to a shop to make sure the controller is working properly. This situation is rare, so I'd definitely try replacing the EGR before I'd go to the shop.

Just follow the vacuum line from the valve and it will go to the solenoid. There may be another one way valve between the valve and the solenoid, though. The solenoid is electronic.
