Take the car to a auto parts place like AutoZone, most parts places will check your battery and charging system.

If you have a voltmeter an want to try to check it yourself measure the voltage across the battery before starting the car and check it again when the car is running. The voltage should be at least 2 volts higher when running. Normally, it will be about 13.5-14.5 maybe more volts when running. But, this is not a conclusive/certain check. Alternators have devices in them to make the charging go only one way. If these devices have failed the charge can be coming in and going back out and still the voltage will check okay.

How do you modify an altinator to come on with low RPM?

You do not need to modify the alternator if it is working properly. The voltage regulator controls the output of the alternator and it does function at low RPMs, if all systems are working properly. So if it is not charging at low RPMs you have a problem. Most auto parts stores will check your charging system free of charge. You do not need to modify the alternator if it is working properly.
