Start it up for about 5 mins, then let is set for about 1 min. Try to stand it upright (I use a 2X4 under my kickstand and it gets pretty level) and remoce the Oil stick, wipe clean and reinsert. You do NOT have to screw the stick in to get the proper reading on oil, just redip and it should be at the crosshairs.

10w40 is the oil that is recommended for a 2002 Honda Rebel 250. Do not use an oil that is lighter than 10w40.

Rebel 250 takes 1.6qts of 10/40 oil. There is no Oil filter on this bike, there is a screen but it is not meant to be changed. Since the engine oil is also the clutch/transmission oil and there is no oil filter it is important to change the oil at regular intervals.
