If the UK is showing, then it's a PAL region DSi. DSi systems are region locked for certain content, you can only change the country and not the region. Canada isn't an available country on a PAL region DSi, it's available on the American DSi.

If the option is not given, then you've got a DSi from the wrong region. Canada is an option only on the American DSi. There's no fix or workaround, the region is hardcoded into the DSi specifically to restrict access to certain content.

Go to Settings > System Settings > Reset Factory Settings >Choose your language then choose > Rest of World as your region.
I believe if one is deported that they go back to their country of origin, or whatever country they presently hold a passport with.
