When you paint a textured ceiling, you need to use a thick nap roller to roll over the bumps and crevices on the ceiling. You should also cover the floor and furniture for easy clean-up.
I LIKE FLAT PAINT. IT IS CHEAPER AND EASIER TO CLEAN. TEXTURED PAINT IS HARDER TO CLEAN BECAUSE OF THE GROOVES IT CREATES. THIS IS WHY I HIGHLY RECOMMEND FLAT PAINT.
It's generally impossible to clean ceiling tiles. Just buy a replacement one.
YThere is a shiny spot where you painted over a water stain on a textured ceiling because of reflection. I used original kilz on this stain it still shows,I have been a professional painter for 30 years and have not seen this happen. Are there any other explanations out there?thanks

Special surfaces are often used on ceilings for a couple reasons. One, a rough surface hides defects on the ceiling easily. Because it is a ceiling rather than a wall, the surfaces do not collect dust easily. Two, the rough surface acts to absorb sound that would otherwise echo through the room.
This is hard because of the texture, but you could sand the area where you will place the decal to make it smooth and the decal will stay better. It also depends on the type of textured surface, high quality decals can actually stick to textured surfaces (depending on how textured), just make sure your surface is as clean as possible. Try also putting the decal up as slow as possible, this will also help.
The term 'acoustic ceiling' could have many meanings to different people. Are you dealing with a suspended ceiling with acoustic ceiling panels, with glued on 1' x 1' acoustic ceiling tiles or tiles which have been stapled to firring strips? Or are you talking about a drywalled or plastered ceiling which has an applied textured surface. The method of fastening a wood member to each of these will be different.
