I have a 2003 Tacoma with the 3.4 V6. I just replaced the timing belt which required removing and resetting the hydraulic tensioner. I assume the tensioner is the same as a 1997. First, try to compress the plunger by pressing it by hand hard against something immovable. If it moves at all, replace it. If plunger doesn't move, place the tensioner lengthwise between the jaws of a large vise and slowly compress the plunger. This should require considerable pressure. When fully compressed, insert a small drill bit or other hardened pin tool into the hole in the side of the tensioner that has the rubber grommet. You may have to let the plunger out a bit to line up the holes. Make sure the pin goes all the way through the hole in the plunger and into the hole on the other side of the tensioner body. This holds the plunger down until you bolt it back into place. When the tensioner is bolted back in place and the timing belt has been positioned properly, remove the pin.

No-there is one belt tensioner for the entire engine belt assembly. The timing belt is a serpentine belt and if it is stretched out, it will need to be replaced. There is no way to adjust the timing belt once it is put on the vehicle.
