You would have to un-rar them (using something like WinRar) to a temporary folder, then zip them (using something like WinZip) into a zip file.

You don't want to change the rar file, you want to extract it using an extractor like WinRar or 7-zip. The files you need are inside.

Those are really two completely different file types.
