If you have been doing your homework, following house rules, not running around with the wrong crowd or going out drinking or doing drugs, then there is no reason you can't sit down with your parents and tell them you have been a responsible teen and you would like to discuss getting your driver's license and if they say no then ask why. If you are doing any of the above then you are not showing any responsibility in your life. A car is a weapon and it can kill, so if you don't have your wits about you then you could either kill yourself in a car accident or someone else and that's what your parents may fear.
