Chief Chilly (also known as the Giant Ice Bully) behaves much like a regular Bully: he is knocked back when hit by the player, and can powerfully knock the player around. The player must knock him off the arena.

when you are luigi just get the power flower just walk in the mirror and jump in the wario painting then select the red x on the map then jump in the black hole you can be up to Mario or luigi it doen't relley matter the knock him in the water 3 times and he will give you the wario key.
After obtaining 30 stars and Defeating Bowser for a 2nd time, head up to the 2nd castle floor and enter the room where snowman land is. On the left you'll see a Luigi painting, but its reflection in the mirror will be a Wario painting. Get the flower to turn invisible and walk through the mirror to appear on the opposite side. Jump into the Wario painting to enter the level. Defeat Chief Chilly to obtain the key for Wario's room. Good luck with Chief Chilly though cause he is 1 frosty dude unless you have a Fire Flower.
OK. To be Wario on Mario 64 DS you have to find Luigi(In the big boo world found in the courtyard)and then use him to go inside the invisible mirror on the upstairs room. Then the picture outside the mirror is Luigi but inside the mirror it is Wario. Hop inside and work your way to Chief Chilly. Defeat him and you get Wario! To be Mario, you have to defeat King Goomba in the 8-star room as Yoshi. You can get Mario very easily.
