Im looking for that answer, but i belive that it is in the ECC, and not an old school governor, so u might need to blow a few hundred bucks and get a new one. but if u do, u will probably get 15-20 more hp. i think its worth it, and if i find a definite answer, im gonna do it. hope that helped
It is programmed into the ECU, to change it would require the use of a ECU programming product if available.

On my 1994 B3000 pickup it is located inside the frame under the drivers side door.

Under the dash on the passenger side. It's on the very right. Note this is not where the manual said it is located. I have a 1999 B3000.
