Disabling the VATS system is not the right answer. Bypassing the VATS system on a '89 Pontiac Trams Am requires grounding the crank/start wire on the VATS box (located behind the dash, behind the console) and purchasing a bypass module, which is used in order to allow the fuel injectors to operate. Baker Electronix offers a DFVATS module for this purpose.

For 20 dollars you can buy a VATS bypass system from bakerelectronix@verizon.net that will enable the fuel injectors if you already have the starter relay working.
It depends on what type of anti theft device you are talking about. Generally the 1995 Buick Regal has a VATS (vehicle anti theft system) key, which can be identified by the visible resistor pellet on the blade of the key just under the bow (head) of the key. If you have a VATS key it is possible to disable the VATS value in the vehicle's on-board computer, however this information is classified and, being a security professional, I will not divulge such information on the internet. I suggest if you want your VATS system disabled on your vehicle you contact your local locksmith. Most locksmiths who do automotive locksmithing will know how to disable your VATS system.

The VATS resistor on your key may be bad, or inside your steering column.
