I suggest if you want your VATS system disabled on your vehicle you contact your local locksmith. Most locksmiths who do automotive locksmithing will know how to disable your VATS system.
You have to know the value of the resistor in the key. Then put the correct cuts on the correct blank. There are 15 different choices.

Buy a ford
You have what is called a VATS key. The chip is small and black and attached to the key itself(not in the plastic head). The Buick dealership can tell you the VATS # ( which is between 1 & 15) from your cars VIN #. Go to or call your local locksmith and they can make you a new key on the correctly #ed blank.

The security system is activated all the time unless the proper key is in the ignition its part of the gm vatsII system, the only time you will see the light on is if there is a problem with the resistor pellet in the key being out of range or if there is a problem with the computer that runs the system also known as the vats II brain. there is three parts to the system if you look up gm security system or vats II on the internet it will explain everything in detail and give diagrams.
If you know the value of the resistor you can cut the wires going to the lock cylinder and solder in a resistor of the correct value.
