Use a new head gasket for a template. The larger hole should be 1/4", and the smaller one should be 3/16".
You must drill the steam holes in the heads to coincide with the ones in the block or it will overheat QUICK!!!
it will work I have vortec heads on a 72 400 small block, I had to get the heads reworked for the 400s water ports or steam port and a vortec type style intake will be needed
350 heads will bolt to the 400 block. They will need to be drilled for the "steam ports" in the 400 block.

The Edelbrock head have extra holes that connect to the main water passages. I believe the steam holes help prevent any sort of vapor locking in the water jackets surrounding the cyllinder sleeve. Must allow the steam to escape up to the cyllinder heads. Apparantly older 289 and 302's didn't have these. Just don't break off the drill bit like I did!
