16923E is the offset. It's a level script which means thats it's in the map, not the person. The level script is located in the header tab in advanced map.

On Sidney Map there is a Articuno On Pheobe map there is Zapdos On Glarcia map there is Moltres On Drake map there is celebi On Steven map there is latios. They are all lv30-lv50
