Check the bottom of the filter housing. Newer units have no water drain. Water must be removed by removing the filter from the housing and using a suction bulb to suck out the water. Throw the filter away as wet filters can ruin the injector pump.

DO NOT DRIVE THE CAR, NOR START THE ENGINE. Get the car towed to a shop, get the tank drained and the fuel lines flushed out. Change out the fuel filter, drain out the water seperator. Refuel with fresh #2 diesel.

That sounds as if it is a diesel pump with water coming from bottom. This would be indicator of water in fuel filter located above starter motor. Unscrew the drain plug on bottom (switch wires attached). This will empty away water. Screw back up when done then prime the diesel back to fill filter (if there is a lever). If you have no lever then turning the engine over with the starter will prime the filter. Your light should now go out.
