You enter the country code (1) then the number of the person you are sending the fax to. Most convenient stores will not let you send an international fax. You should buy an international calling card like Brastel. That will allow you to call from any phone in Japan with all charges going to your card rather than to the owner of the fax machine you are sending from.
The correct and current dialing code if your landline is connected through softbank is the ridiculously long 0041010 + country code +area code +phone number,
usually the first zero of the area code is dropped.
I think other phone companies have different access numbers but dialing the softbank number should work.
