im trying to do this too.. so here's what i found you have to go to your local court. for example, in dc, you would go to the superior court and depending on the amount in controversy ($$ you are suing for), you pay a fee. if the amount in controversy is under $5,000 then you would be suing in small claims court. you must also figure out the legal name of the defendant. this would be either on the police report (if it is a person), or if it is a business, you can generally search for the registered agent (legal owner) of the business by going to the Department of Consumer and Regulatory Affairs. The Statement of Claim form requests the following information: your name, address, and telephone number where you can be reached during the day; the correct name and address of the party you are suing; and a simple but complete statement of why you are suing. Forms, procedures, timeframes, etc. varie from state to state, and county to county. It has to be filed in the proper court, venue, and in the proper format. I would at least consult the Clerk of Court in the county that you intend to file your petition.

∙ 14y agoIn my area of Canada the only way to "File criminal charges" is to file a complaint with the Police.
They, in consultation with the Crown prosecutor, decide whether to charge the person in question.
ADDED: The same situation exists in the US as well. Individuals cannot "file criminal charges" against another individual, only "the state," in the form of the prosecutors office, can do so.
However - in some jurisdictions, an individual can swear out a "complaint" against another individual and although they will not be arrested, they will be issued a summons to appear before a magistrate in answer to that complaint, at which time the individual who swore to the complaint must appear to give testimony.

They can contact the appropriate Federal Law Enforcement agency or go to the United States District Court in your area and speak with the the US Attorney's Office, to have charges filed. You could also contact the FBI directly and they could assist you in contacting the correct federal agency.
