How do you find flasher relay for 2003 ford explorer and how do you get to it?

The flasher relay is on the top side of the fuse box which is located under the dash on the driver's side. In order to gain access to the relay, the fuse panel must be removed. The owner's manual states to see the dealer for serviceing of the relay box.
