Even though I love dogs and cats, I think dogs are smarter. This isn't a fact though, I think dogs are smarter because they can hunt wild animals, do cool tricks, there smart (some) and save people. Why do you think dalmations are firefighter dogs and german shepards are police dogs? Cats are mostly cuddlers, they can jump high and stuff but they can't always firgue stuff out. You didn't state either the age or the breed of dog, but in most cases a dog would be smarter than a two year old person. Two year olds are really not very smart, in general (although some are smarter than others).
