If you mean that you hear a buzzing sound when holding the turn signal lever in the space between the
off/centered position and either of the on/turning positions then the answer is you have ruined your switch.
The noise you hear is caused by arcing electricity between the burned contacts inside the switch.
These switches WILL NOT hold up to that kind of abuse, they are designed to be fully off or fully on
only. Holding them in the middle is what makes them burn up.
Your switch will have to be replaced with a new one, and you must ONLY fully engage the new switch (even
if just changing lanes, no more holding it!).

The turn signal/dimmer/wiper switch is the multifunction switch.
To replace the turn signal switch of a 1996 Dodge Caravan, open the engine's hood to access the front turn signal bulbs. Then take the headlight assembly a little off the front to give room to get the bulbs. Remove the old turn signal switch and slip the new one in place.

your turn signal switch is busted, you need to call a Mitsubishi dealership order the part and it's really easy to replace, remove the cover around the steering wheel there should be a few screws underneath the steering wheel then a few screws holding the turn signal lever on and a few electrical plugs on the turn signal lever. took me about 5 minutes and I have very little mechanical know how My 1994 Expo LRV uses the same switch. It was onl;y used in the '94 LRV , the '94-'95 Dodge Colt Vista, and the '94-'97 Montero. Couldn't find a used one in the whole country. Ordered it from advance auto. EXPENSIVE! $165.00-ish. Had to pre-pay for it...

On the turn signal indicator arm. Switch on the headlights, make sure the high beam is off, then pull out the rotating light switch.
The hazard button alone can't be replaced. You will need to replace the complete signal switch which is called a multifunction switch.
