A sudden failure would indicate a broken belt. A gradual failure with puddles of fluid on the ground would indicate leaky PS hoses, leaky PS rack, or leaky PS reservoir.
Steering rack worn? Power steering pump going bad? Worn steering or suspension components? Frozen steering shaft?
Bring it to a local chevy dealer or a body shop duah:)
In order to fix a power steering hose in an 1989 Honda Accord you'll need to locate the hose, drain a pan under the pressure, unbolt the broken hose using a flare nut wrench and install new hose.
