Sounds like you've verified the AC functions - so it's a matter of the temperature controls.
On a Windstar, this is controlled by a small motor that moves the temperature blend door. This motor is virtually guaranteed to fail. That's the bad news, the good news is that it's an easy and not expensive fix!
