First check that your blower fan fuses are not blown. One is located under dash and usually another one in the fuse box in engine area. Both are listed in your owners manual and a diagram listing what each fuse is for is on the removable cover of each fuse box/panel. If fuse is blown replace with a new fuse of the same amperage (the number on the fuse).
If your fuses are good then: If your ac is turned on (usually shows a snowflake on your in-dash ac controls) AND your ac unit under the hood is cold and wet (meaning your compressor is working correctly but your fan is not blowing on any speed setting, the problem is the blower motor resistor which is a very cheap part ($15-$30 depending on your vehicle) and easy to install.
If you hear the fan turning when you turn it on but no air is coming from vents it could be that your fan is coated in enough dust that it cannot push the air (which can lead to the blower motor resistor burning up) or the ducts from your fan have become misaligned and your fan is blowing air around behind the dash.

It's probably mold. You can buy chemicals that are added through the intake that might fix it.
Air vents in most cars are vacuum controlled. Check for vacuum leaks in any part of the engine system. Also check the ac/heat control system, as they can develop a vacuum leak with time.

The question you ask is too involved for a proper answer. You need to go to a car parts store, and get a repair manual for your car. They cost about $16.00 Or, go to a Public Library.
Under the hood in front of the transmission dip stick is a vacuum line. If it is disconnected or split it will make the air vents not work. If that's not it check your fuses.
