The arm has to be adjusted,by a doctor because the bones have to be properly aligned .Someone medically trained can adjust however there are risks,like splintering and damage to tissue and this should be left to professionals

You don't because you could permanantly damage it or kill the dog when trying

You need to take your dog immediately into see your Veterinarian. There is nothing you can do at home. Go to VET!
