Look on the carburetor on left or right side. On it, look for a gold/brass colored screw with a spring on it. Turn in and out to adjust the idle speed. Nothing can be damaged with this as the importent screw jet screws are out of way and not easy to get at.
Idle speed set too high most likely. Also could be carbon deposits inside cylinder. There are a few other option, but the cheapest to check and fix is idle speed.

Check your vacuum lines this usually the cause for a surge in engine speed when idling or running.

This can be a warped rotor or tire out of balance. If it only happens when braking it is a warped rotor.
May be idle position sensor.
If the engine is revving high and low while it is idling, then that can be the idle air valve (what was told to me by a professional). I don't know if it can fix itself because I had mine hibernating for about a year and it stopped.
