fixing a leaking hose its a pretty simple task , make sure the replacement matches the old one(shape wise and size) and just remove the old one put in the new one and done. the cost would depend on where you are and where you go.(i wouldn't pay more than $30) the hose it self should be aprox. $10(depending make ,model,year)

If the hose is leaking buy a new one the "release valve" may be the drain for the system that is usually located on the opposing side of the radiator from the lower hose connection open the main radiator cap slowly before doing this you may get as much as 1.5 gallons maybe less if there was a leak

sounds like pressure relief valve if replacing the valve doesn't stop the leaking you may have to much pressure in your cooling system mainly a Head Gasket leak.

If the leak isn't from the hose, but is a crack or hole in the radiator, you're looking at either patching it or replacing the unit. Warranty? Make sure you check the fluid level hasn't dropped too much as well.
