fixing a leaking hose its a pretty simple task , make sure the replacement matches the old one(shape wise and size) and just remove the old one put in the new one and done. the cost would depend on where you are and where you go.(i wouldn't pay more than $30) the hose it self should be aprox. $10(depending make ,model,year)
Usually a radiator hose is not repaired though replaced can cost minimal of a couple of dollars to a lot of dollars depending on the hose to be replaced

If the hose is leaking buy a new one the "release valve" may be the drain for the system that is usually located on the opposing side of the radiator from the lower hose connection open the main radiator cap slowly before doing this you may get as much as 1.5 gallons maybe less if there was a leak
leaking anti freezei also have a 1997 Avalon xls it has 191,400 miles on it,i also had radiator problems,had a hose blow out replaced that then radiator blew replaced radiator while ill replaced the bottom hose at that time also ,then i noticed it kept leaking from the hose ends,so i tightend the hell out of them then i reliazed the cap was bad replaced that i finaly came to relaize that there was to much pressure so drained a little fluid from it still seems to leak a little because i can smell it but i don't know where its leaking from and its not getting into the oil,somebody possibly said to much pressure and it could be the head gasket,but since draining it it seems to be ok
sounds like pressure relief valve if replacing the valve doesn't stop the leaking you may have to much pressure in your cooling system mainly a Head Gasket leak.
I don't know, is it? You didn't exactly ask a question, but if there is a small amount of fluid leaking from the hose, the hose may just need to be tightened or maybe pushed onto the hose-barb a bit. If the leak isn't from the hose, but is a crack or hole in the radiator, you're looking at either patching it or replacing the unit. Warranty? Make sure you check the fluid level hasn't dropped too much as well.
The antifreeze is building up to much pressure you may have a cloged line or tour hose clamp is lose
