You can't fix a bad lifter, replace the bad lifter with a new one.
If a lifter is worn out you are not going to fix it, you will want to replace it with a new one.
If a lifter is stuck in the lifter bore and won't move, it has probably ruined the cam. The procedure would be to install a new cam and lifters.

A noisy fuel pump can not be fixed. The pump can only be replaced when there is a problem with it.
I guess that you are talking about a hydraulic lifter for an auto engine. There is no repair for these. They can be converted to "solid" lifters or used as paper weights.
I just had similar problem with 2000 expedition. It was the bracket not the compressor. but if you don't fix bracket soon compressor will go bad too.
These engines are notorious for it. There's no harm in the lifter tick itself. It just sounds bad. The fix permanently, replace the lifters. There's a special tool (find it on eBay for cheap) which makes this an easy job.
No, they are located under the valve cover.
Try using an engine flush. I have had luck with GUNK. Follow the directions on the can.
no fix for lifter.... must be replaced... remove valve cover, remove rocker arm assembly replace bad lifters.... put it all back together
