There are a few things to check. Conventional wisdom with a bad horn is to check the relay forst to divide the system in half.
Considering that this is a GM, I think it makes more sense to start by removing the horn pad or button and check the the horn switch is plugged in. Often, the plug falls out because the brush ring breaks. By often, I mean that if you own a GM car using such a setup you're as likely to have this part break as to have a flat tire. It just happens.
You can check the horns) it(their)self by disconnecting and applying 12V (both + and -) to it. It it makes a loud noise, it probably works.

Sounding the horn is not recommended because it may startle other drivers.
If the horn does not work on a 1996 Oldsmobile Ciera, you can replace the horn. Almost any type of horn should be compatible.

Probably the horn. The click indicates it's getting power but not sounding, so I'd change out the horn assembly.
