turn the key to the on position and step on the brake that will release the clip. A vacuum leak to the "piston" may prevent it from releasing. Check to see if it has a vacuum line, and then check the vacuum to see if you have a leak. If the connection is mechanical, you may have some broken linkage between the brake pedal and the release mechanism.

Been a while, but don't you Take the boot off inside to get to the shifter. It either has a locking ring that holds the shifter in or 4 bolts holding the shifter in. In either case, remove it and the shifter pulls out.

You can't. There's a circuit board connected to the shifter with LEDs on it. You have to replace the whole shifter. P/N # 52104149AC
i guess your talking about a top loader remove the boot then remove the cover and you will find a pin holding the shifter to the trans. take a punch or pliers to remove the pin takes about 3min.
Year, make,model, engine size & symptoms are always a help. Without that guesses are the best you can get. It may be the shifter interlock. There may be a shifter release button in the shifter area or some information in your owners manual. Possibly the brake pedal shift release that lets the shifter only move if the pedal has been depressed. If that's not a solution you're going to have to get into the release and see what the problem is.
