Yes. Same from 89-99
when my 94 did it it was the float on the fuel pump. the bad news is the float and pump were not sold seperatly and the pump cost about $120.
You have to remove the gas tank, the pump assambly from the tank, and replace the float sensor.
your float is stuck or you have a short in the hot wire!

Your float assembly is probably sticks within the tank. It would be expensive to repair because the gas tank would need removal and the fuel pump/ float assembly is a unit. Sorry.

I would think it would be a stuck solenoid, it allows the fluid to run to your drum that hold the clutchs and compresses them together to make the gears move with the shaft
Replace the seal.
Either the clutch is stuck in the engaged position, its stuck in gear or the brakes are seizing up.
