Here is a free tip from a senior cabbie to release a stuck middle seat belt on a rear seat of any car.
I had a Ford Mondeo 03 reg which encountered a middle seat belt problem on the rear seat. The belt pulled to expanded position wouldn't wind back to its closing position.
I took it to a clever mechanic and all he did was nothing less than a magic;
1. He folded the back of the seat down, which the belt was attached to.
2. He Threw the seat's back, back to its vertical position with a shear force.
That was it..problem solved and the stuck spring started to function properly again. I tried the same trick once again in a Citroen xsara and it worked.

I have the same problem in a 2000 Sebring. You can't pull the seat belts out of the seat's retractor. According to the owner's manual the seat belt mechanism needs power on to allow the seat belts to extend. When you open the door or put the key to accessory position power is allowed. The fuse for the seat belts is listed with the flashers and the flashers work ok. I will post more after I fix it. There is a wire connector under the seat that controls the seat belt mechanism. You have to make sure it is connected otherwise the seat belt will remain in the stuck position. I had the same problem, seat belt was stuck and I couldn't use it. I discovered the wire wasn't connected under the seat. Once I reconnected it and turned on the car I was able to pull the seat belt out.
it may just be stuck, or it burned out and needs to be taken apart. A dealer will charge you for electrical work use the emergency seat belt crank in the back seat near the door pillers should be an access pannel about the size of a silver dollar believe can be turned with an Allen wrench get it all the way back and call it good the motor for the seat belt is not a cheap fix
