A seat belt in a Saturn might be stuck because there is also something else stuck in the latch. Use a small pin or crochet hook to probe around the outside part of the latch. Once the seat belt is unlatched, clean it out with tweezers and spray both ends with WD-40.
Once a seatbelt starts sticking its gonzo and needs to be replaced.

To fix it I would recommed taking it to your nearest Ford/Lincold/Mercury dealership. If it is stuck forward however.....
