To fix a seatbelt that won't pull out, make sure it is not twisted. Jerk on the belt gently and let it retract before trying to pull it out again.
Apparently there is a major problem with these seatbelt doing this. You'll probably need to replace the whole unit.

Pull the inner panel and unlock it manually. While you're in there pull the old lock cylinder and replace it.
Once a seatbelt starts sticking its gonzo and needs to be replaced.
You pull the battery out and put all the parts in a bowl of rice which dries it out.
Take it to the dealership, its a safety issue and is better left to the dealership to fix because if it isn't fixed right it is very dangerous for obvious reasons
