More than likely the mechanism in the steering wheel is broken (usually made of plastic) and the whole thing will need to be replaced. Not an easy job! May be easier and less expensive to get a used steering column and replace the whole thing.
Turn signal bulbs and hazard bulbs are the same bulb. When the turn signal is turned on, the indicator light on the dash flashes in tune with the turn signal. When the hazard lights are turned on, an extra fuse which is live, powers the hazard flashers, even if the car is turned off.

Even though the engine isn't running the battery is, that will cause this to happen. But this will only happen if you turn the vehicle off before the turn signal has disengaged. For example if you usually turn on your signal to pull into your driveway and you just leave your the steering wheel turned after you come into the drive way, the signal will still be on because the wheels are turned. So next time straighten your wheels and check
You may have a bad relay switch; the turn signal works thru the relay switch which is under the steering column; possibly in the dash
The cause for a turn signal flasher to keep clicking on a 1999 GMC Jimmy is a bad flasher unit. Replacing this with a new flasher unit should solve this problem.

It needs a new multi-function switch, or ear plugs.
