Man...I've answered this already. To release the rear seat so that it can fold down, look into the square hole on the rear seat where the seatbelt locks come up. There are two pieces of metal visable, one shaped like a "J" and the other inside of the "J". Take a screwdriver and push down on the one that is inside of the "J" while pulling up on the seat belt lock. The seat will release. I have no idea how to replace the cable, but now that you know you don't need to.

between the vertical and horvonitoral seat there is a strap up pull up the bottom seat will fold down hten look at the floor u will see a handle/latch for the veritcal seat part, pull hten push seat down.
Sometimes the latch on mine sticks on the drivers side, i usually push the seat back with my other hand to relieve the pressure on the latch. I then pull up on the handle and the latch will release all the way and allow the seat to come forward.

look where the seat belt (female-end) comes out from...dig around and there should be a cloth strap, pull it and the bottom seat will fold up toward the front seats.
Depends on the model and make? I believe many now have a release latch or something in the trunk that must be pulled before being able to lay down the rear seat.
There is a manual release behind the rear seat, fold the seat down to find it, than have someone push the trunk release button. If this dose not work it may be broken.
If you are wanting to fold up the seat for more cargo space the handle on my 96 Geo Tracker is on the rear center floor latch. You get to it from the rear door.
to pull the flip seats down, observe the configuration of the back panel of the seat from left to right. you will see on the far left, a section about 5" wide, this is a cosmetic peice and does not come off. the next section is about 40% of the backrest portion of the seat. if you slide your hand up the seam between this section, and the cosmetic section, in the upper left corner there should be a small nylon strap. pull on the strap with some force, and the seat should release and fold downward. the same goes for the other side, in the upper right corner between the remaining seat section, and the far right cosmetic peice, there will be a nylon strap, pull and fold down. If the nylon straps are broken, and have been removed, you will forceably have to pull along the top, and side of the seat at the same time to open it. from here you can repair the nylon strap on your own.
