I assume they are not working. To see if the thermo switch is bad, turn the A/C on. The fans should then run. If they do not, the problem is more than likely a blown fuse. If the fuse is good, it may be the fan is bad. Connect a wire to the fan from the + battery terminal. If the fan runs, it is good. It basically boils down to three components. Fuse, Fan, Thermo Switch. One of these is bad, or you have a loose or corroded connection.

It would be a good idea to pick up a Ford Tempo owners guide or repair manual to find the location. Not only that, but if there are future problems you'll be able to fix them considering the repair is not major. I know Ford Tempo thermostats go for about $15 bucks. http://www.93Tempo.Citymax.com
The car needs a tune-up, or the motor mount(s) are bad.
Check for broken motor mounts.
Do they ever shut off? Some fans are designed to run a minute or so after the car is shut off to prevent boil over.
Take it to a mechanic and get them to check it, seems like a problem that we can't fix with words...
You will have to be specific about which fan you mean- the radiator cooling fan(electric or mechanical) or the heater fan. It might help too if state what is happening(or not)
Defective fan thermal relay switch.
First take the door panel off and inspect the wires, the window track, and motor. My tempo has a stuck window as well. My window track is really rusty, and I think could be the issue.
