The 1994 also has a 15 amp fuse in location # 17 for the fuel gauge (Helpfull)
You have to remove the gas tank, the pump assambly from the tank, and replace the float sensor.

Bad fuse - I believe it is fuse # 17 - 15 amp for the fuel gauge on your 1994 Explorer bad sending unit - it's combined with your fuel pump inside the fuel tank bad wiring connection possibly the gauge itself
You may have a blown fuse.
The RPM gauge is connected to the same wiring on as all the lights on the dashboard. A faulty RPM gauge can be replaced but requires removing the whole dash from the vehicle.

Answeryou probably need to replace the float or sending unit. which means taking the tank out.It"s more than likely that your instrument cluster needs replacing. This happened to me, bought one at salvage yard for $55.00. If one component on dash stops working i.e-gas gauge temp. gauge speedometer, the whole cluster needs replaced.
