The spare tire release bolt is located in the rear cargo area of the 1998 Toyota Sienna. Look for a small "U" shaped piece of loose carpet on the floor of the cargo area. The bolt should be turned counterclockwise to release the spare tire.

The 1997 Sienna spare should release in the same manner as the 1999 model. Under the rear cargo area carpet mat you'll find a small flap cut in the floor carpet. Lift this flap of carpet with your finger and you'll find a bolt head the same size as the lug wrench. Use the lug wrench to loosen the cable (you'll actually be unwinding it) and the spare will lower to the ground. Give yourself enough slack in the cable to be able to slide the spare towards you, then slip the carrier out thru the top center of the spare by pulling it out long ways.
