First step - check the fuses.
Second step - remove the light bulbs from the sockets, and check for corrosion. Clean any up, and apply a little dielectric grease to stave off future problems.
Step three - if the first two steps don't help, the flasher relay is defective. You will need to replace the hazard light switch assembly, since the signal flasher is contained within it. About $60 at ipdusa.com.

It's the hazard switch. I have a 1998 s90 and if you take a small screwdriver and insert it into the bottom of the hazard switch (on the dash) and gently pry it, it will pop out.
More than likely this is caused by the relays. They are both the same relays and anywhere carries them.
the relay needs to be replaced. you will find it behind the hazard switch (attached to the switch - a long skinny thing) I looked forever till someone told me where it was. Even the Volvo parts guy didn't know and Lawrence Volvo of Walnut Creek, CA would not tell me...

If its an automatic then your either in winter or a low gear(not flashing) or transmission fault(flashing arrow) But if its manual the non flashing arrow is the recommended time to up shift.
