If you aren't already working out regularly, the first week or two is the easiest to notice results. Just start lifting weights. Use a set/rep ration of about 10-8-6-4. Make sure the last rep of each set is difficult to finish. If not, you're not lifting enough. Also, your muscles will be biggest for up to 60 minutes right after your workout. This is called up pump (increase of blood flow to the area worked on) Biceps are easy, triceps can be a little trickier. Google "tricep exercises" and you should find some good ones.

If you want to gain the inch fast, I recommend doing an intense workout with minimal breaks between sets. Only after a set should you rest and maybe doing Bicep days twice a week so that you leave time for you muscles to heal before using them again.
