You don't. The maximum is 22, and they're aren't earned by quest they are earned by leveling up and doing the smith quest's.

There are no such codes, you can only obtain the training points as you level up. Anyways, even having a million training points will do you no good if you are not the right level for the spell, so it's basically worthless until you are the right level to train the spell.
