in a plastic tube in the engine that leads to the sump.
about the only affect this will have , is that it will leak oil when engine is running

probably not,they are pressed into engine block,you are talking "oil" dipstick tube. I have had some luck spraying rust breaker or wd-40 and gently wiggling alot until they come loose. Others i had to tap out with a steel rod fom oil pan side and drive them out. GOOD LUCK!!
