To change the tail light bulbs in a 1989 Celebrity sedan:
1. Inside the trunk near the quarter panel are 3 nuts. Remove the middle nut, it should be in the center of the tail light fixture.
2. Pull back on the tail light fixture so the stud clears the body.
3. Pull outward on the tail light fixture to clear a tab out of the backup light assembly.
4. Twist the appropriate socket counter clockwise to remove the socket from the tail light assembly.
5. Change the bulb and put the socket back in the tail light fixture.
Reverse the removal process to reinstall the tail light fixture onto the car.

You dont actually remove any panal. In your trunk should be some bolts, either plastic type, or metal, right behind the tail lights. These need to be removed. Once removed, you can wiggle the tail light off the car, and replaced the affected tail light bulb.
