Depending on you current education level you will be required to obtain so many years experience in the industry(welding, designing, fabricating) and of that experience you will need so many years performing inspections.

For example:

I have a diploma and was a welder for three years. One and one of those years i was performing leak test and pressure test inspections. I now have some NDE certs like MT,PT, UT and VT (you can research those certs if you need to - also called NDT)

This qualifies me to have enough experience in order to take an API exam.

For a big test like the 570 or 510 and 653 i would suggest taking a prepatory training class before hand. ( research Mark Smith, or CodeWest, or Base Line Date, or possibly your local community college might have it depending where you live)

The qualifications can be found on the application you download from api.org

The exam itself will be 800 dollars, but if you fail you have three times within one year to take it again for an additional 150 dollars.

The books, if you were going to buy them from techstreet.com, would cost you about 800-1000 dollars(not sure. You maybe be able to find them online for free at some file sharing site like 4share.com)

The training class will cost, depending where you go, anywhere from 800 -1500 dollars. Some offer 5-day, 7-day and weekends extending over a couple of months. I suggest study all the general information you can and take the one week class to help you with calculations and how to tab your book.

Pass the exam and start applying for jobs. beginning may be 35/hr but once you get your foot in the door you can do turn arounds and make 40-50/hr with one cert.
