It would be nice to know the year of your Nissan Altima. For Nissan 2000 Altima GXE the air filter is located right next to the battery. Just push off the 4 clips that hold the top of the filter housing and pull the top off just enough to remove/replace the air filter. Close it and and pull the clips back on.
If the dipstick has broken off into the tube on a Nissan Altima, you can remove it using pliers. Other people have had luck using industrial strength vacuums and sucking the broken dipstick up.

When you are accelerating, there is pressure and a higher flow of fuel, which is why it won't cut off then. The problem could be a leak in the fuel line, the fuel pump itself, or a fuel filter. It will need to be serviced.
