The normal DS can't get it.

Your question is very vague, but I will try my best to explain! For one, you are allowed to create flip notes and on your DS, DSI, or DSI XL and save them onto the system memory or otherwise! Secondly, you may send and receive flip notes from other devices, as long as the parental control settings allow that! Also, keep in mind that some flip notes are there when you purchase the Nintendo Game System! All flip notes are 'moving' when you click play (part of your question).
