Well you should have the key that you place on the jack when you take off the tire. If it's lock nuts then you can only get it off by using the nut key along with the jack handle.
Follow this four steps: 1. Slide the outer protective locking nut and clamping ring down the cable that will enter the structure, case, or panel. Slide the main body of the cable gland into the device, panel, or structure case. Secure the main body with the locking nut on the other side of the barrier. 2. My local Honda dealer tells me the locking key for my Jazz is in a pack together with four spare nuts in the boot where the spare wheel would be kept (if I had one). The locking key is slightly longer than the other four (spare) nuts in the pack. This longer nut is put on top of the only nut on one's wheel that has a flower shaped incision on its top before using the normal wheel wrench for removal.

Find a socket that is slightly smaller than the lock nut. Hammer it on with a 5lb sledge and take it off with a breaker bar. Use a socket that you won't miss as you will never get the nut out of it. No, they are designed to be just snug. Do not preload the bearing by torquing it. Snug it up and install the locking ring on the locking pin of the inner nuts to hold the inner nut in place. then install the outer locking nut, this nut you may tighten very tight, it is hard to over toque this nut. Sears has a special socket that does the job. They come in a set or individually, just purchase the one you need. That socket was designed to remove rounded off nuts and bolts, it works well on wheel lock nuts. These only work on old lock nuts, the new ones have a ring that spins to stop these being used. Google "Locking wheel nut remover" to find the 'No1 Locking wheel nut removers'. It takes 10 minutes to remove all four.
You can tighten the center locking ring as well as tightening the center nut with a powerfull air gun....
